Eligibility Criteria

Minimum Salary: The gross annual salary must be at least €43,632.
Valid Employment Contract: A binding job offer or contract for at least one year.

Mobility Within the EU
Short-term mobility: Stay in other EU countries for up to 90 days within any 180-day period.
Long-term mobility: After 12 months in Cyprus, EU Blue Card holders can apply to work in another EU country.
Application Process
Entry to Cyprus: Either with a visa issued by Cypriot consular authorities or an entry permit arranged by the employer.
Registration & Submission: Registration within 7 days of arrival, followed by submission of all required documents at the Migration Department headquarters.

Duration and Renewal
The EU Blue Card is issued for a period of 24 to 36 months, depending on the employment contract. If the contract is shorter, the card is valid for the contract duration plus 3 months (up to 24 months). Renewals are possible, including in cases of employer change.
Changing Employers
During the first 12 months, a 30-day suspension applies while authorities verify new employment conditions. After 12 months, employment with a new employer can begin immediately upon application submission.

Obligations of EU Blue Card Holders
They must comply with the terms of their employment contract, notify the Migration Department if employment ends, and submit renewal applications at least 3 months before the card expires. If changing employers within the first 12 months, they must wait 30 days before starting new employment.
Cyprus Citizenship Eligibility
EU Blue Card holders employed by companies included in the Council of Ministers Decision No. 92.018 (15/10/2021)—as part of Cyprus’s strategy to attract foreign businesses—may apply for Cypriot citizenship by naturalization under favorable terms. This does not apply if the employer is not part of the strategy, even if the employee is highly skilled.
Tax Exemption
As of July 2023, individuals who begin employment in Cyprus may be eligible for a 50% income tax exemption on their salary, regardless of employer changes, provided they meet the relevant conditions.
